Executive Leadership Team

Kevin Lowe founded LINQ in 2005 with a mission to make a complicated industry, uncomplicated. With over 20 years industry experience, Lowe used his entrepreneurial mindset to create a company built uniquely to meeting the client's needs.


As CEO, Lowe's primary focus is on the strategic growth and development of LINQ. Through his leadership, LINQ has garnered attention by being named to the Inc. 500 Fastest Growing Private Companies list twice.

Lowe shares his time between Florida and Maryland with his recently adopted puppy, LINQn. On Sundays in the fall, you'll see him dressed in purple cheering on the Ravens. Lowe is a member of the board of trustees at Living Classrooms Foundation, a nonprofit that disrupts the cycle of poverty.

George Hall was named President of LINQ in January 2019 and has been with the company for over 7 years previously as Vice President.  As President, Hall is tasked with leading the management team, continuing the exceptional growth of the company and delivering world class service and products to all of LINQ’s clients.


A graduate of Grove City College and The Johns Hopkins University, Hall has been in the telecommunications industry for over 30 years.  He founded, built, and sold a few technology companies as well as coached various CEO’s and staff on: growing their business, employee retention and increasing profits.


Hall lives in Maryland with his wife & two sons and serves on the board of There Goes My Hero, a nonprofit that provides hope to those impacted by blood cancer.

Barry Smith brings over 25 years of experience in all aspects of technology management. His career includes Big Six consulting, Fortune 500 IT management, a Silicon Valley startup, and building nationally recognized, award-winning IT departments at the City of Gaithersburg, Maryland as well as the privately held Merkle Inc.

While at Merkle, Smith owned direct recruiting responsibility for building a staff of 10 to over a staff of 50 in a six year period personally hiring infrastructure, operations, security and development staff from entry-level up through the Vice President ranks.

Smith graduated from Purdue University with a BS in Computer Technology and holds an MBA from The George Washington University with a custom concentration in Technology Product Management and Entrepreneurship.

Smith, a self proclaimed "foodie", resides in Maryland with his wife and two daughters.

Marc Rubin has incredible experience building and leading successful businesses through expansion and the corporate life cycle.   He places a strong emphasis on budgeting, forecasting, cash flow modeling and financial performance metrics.  His early finance career was at Black & Decker as well as London Fog.  Marc became Vice President, CFO/CAO at Sequoia Software from the company’s startup stage through growth to 250 employees. At Sequoia, he worked through a successful IPO (NASDAQ: “SQSW”) and acquisition by Citrix Systems.  After Sequoia, Marc served as CFO of Sourcefire (Network Security) from startup, through venture capital financing and hyper growth. Sourcefire subsequently completed an IPO (NASDAQ: “FIRE”) and sale to Cisco.

More recently, he was part of the Executive Team at GoCanvas, an industry leader in mobile forms and work process automation.  As CFO/CAO, he helped guide the business through multiple financing rounds and years of rapid revenue and headcount growth. GoCanvas was recently acquired by K1 Investment Management.

Marc holds a B.S. in Business Administration/Accounting and an MBA from The University of Baltimore.  He lives in Maryland with his wife, son, and daughter.



Amy began her career as an auditor with the international accounting firm of Ernst & Young LLP in 1995.  Amy rose quickly through the ranks attaining the level of Senior Manager in the highly regarded Technology Communications and Entertainment Group.  In 2004, Amy was a finalist for the Rosemarie Meshi Award honoring employees of Ernst & Young that promote excellence in women in the workplace.


Amy earned a degree in Accounting from Texas Christian University in Fort Worth, TX in 1995.  She became a Certified Public Accountant in 1998.


Amy lives in Maryland with her two dogs and four children.  She is an active volunteer for Days for Girls since she is passionate about providing equal access to education for girls and loves to sew.


Jenn Jacoby is the first People & Culture Manager at LINQ.  Jenn has 17 years of HR experience and has established successful onboarding, training and recruiting programs. 


Jenn hails originally from Lancaster, PA and attended Goucher College in Baltimore, MD where she graduated with a degree in History, minoring in Education.  If asked, she will tell you she is a West coaster at heart, spending 15 years after graduation in Oregon. 

Jenn lives in Rodgers Forge, MD with her self-proclaimed crazy clan which includes her husband, son and daughter, her dog Josie and Blackberry the hamster.
